If the FBI and DOJ were *not* institutionally corrupt wouldn't we have seen multiple whistle-blowers this year?

Where are these honorable, decent, hard-working "rank and file" members we are told about? There's a conspicuous absence of visible indignation.

A conspicuous timeline this week that seems to tell a story.
It starts with Rod Rosenstein on WEDNESDAY writing an op-ed in the Wall Street Journal defending the integrity, and validity, of the Mueller investigation. cnn.com/2018/10/17/pol…
Then on THURSDAY one of the defendants (Concord LLC), accused by Mueller, asks the court what *exactly* the U.S. government is accusing them of? The court agrees with the challenge to Mueller's prosecution and gives the DOJ until 10/23 to respond. documentcloud.org/documents/5008…
The Concord challenge is substantive and foundational. The government (DOJ) has failed to explain why the alleged activity is even illegal. The DOJ tells the court "because we say so"; the judge, concurring with Concord, is unmoved. It's worth a read. documentcloud.org/documents/5008…
Then, all of a sudden on FRIDAY, in a conspicuous (I would say transparent) timing, Rosenstein's DOJ files another charge against a principle connected to the Concord company. justice.gov/opa/pr/russian…
The FRIDAY filing seems transparently reactionary to the Thursday challenge - which again, is substantive and well founded. Friday's claim looks like Rosenstein is attempting to cover for Mueller's weak position in the Concord challenge.
Rosenstein's Friday filing is even weaker than the original Mueller case against Concord. The DOJ is charging Ms. Khusyaynova with "conspiracy to defraud the U.S." through social media memes and posting. justice.gov/opa/press-rele…

The other component that speaks to the Rosenstein motive around the timing is the actual date of the indictment filing (initially under seal), September 28th.

Why was he sitting on it? What was Rosenstein waiting for?
Not only does the "conspiracy to defraud" charge look silly on its face (and most lawyers sense this is going no-where); the evidentiary content is even more silly. A 'conspiracy to defraud' based on memes and tweets on social media? C'mon 🙄 justice.gov/opa/press-rele…
Rosenweasel looks like he sat on a silly 'prop-up Mueller' conspiracy filing; hopeful he wouldn't need to use it; then came the Thursday challenge/decision and... Rut Roh, he just finished validating Mueller in an op-ed... so he deployed chaff and countermeasures. [shiny things]
To top all that off we learn today Rosenstein has been in negotiations with Chairman Bob Goodlatte "for several weeks" about the specific terms of his appearance before congress. He doesn't want @RepMarkMeadows , @RepMattGaetz, @replouiegohmert or @Jim_Jordan questioning him.
Rosenstein will only accept *limited* questioning from @RepGoodlatte and @TGowdySC along with the two ranking democrats; about specific topics in the prior agreement. Suspiciously, and conveniently, both Goodlatte and Gowdy are retiring.
All of this seems to add up/point in one singularly sketchy direction as far as DAG Rosenstein is concerned.

Then again, there's people adamant Rosenstein defending Mueller is part of a brilliant and mysterious "sting" we are destined to find out about very soon.
