It was on July 23, 2016 that the Australian Government contacted Elizabeth Dibble at the United States Embassy in London, England to inform her of the Downer-Papadopoulos conversation. This information was transmitted to the FBI's Headquarters.

The next month, August 2016, would be an interesting month for a lot of people.

In early August 2016, an envelope containing "eyes only" information was sent by courier from the Central Intelligence Agency to the White House, where the contents were shown to four people: President Obama, Denis McDonough, Susan Rice and Avril Haines.

Within this "eyes only" envelope contained information from "one particularly valuable source", one which Brennan avoided mentioning in the Presidential Daily Brief. The information was shared through a "separate, white envelope" to ensure its security.

Brennan also contacted Haines by telephone about this intelligence, then pulled Susan Rice aside after a meeting, and then directly briefed President Obama, Rice, Haines and McDonough in the Oval Office.

Shortly after, Rice, Haines and Monaco convened meetings in the Situation Room, which led to Brennan, Clapper, Lynch and Comey attending the meetings, the only ones allowed. Ordinary aides were banned from these meetings.

These Situation Room meetings were also known as "Deputies Meetings", and were typically hosted by Avril Haines.

The decision to start these Deputies Meetings were formed between August 1 - 6, 2016, as it was August 6, 2016 that President Obama and his family travelled to Martha's Vineyard, where he would remain until August 21.
