NEW Lidington: Government facilitate two week indicative vote process in April

...IF longer extension agreed, meaningful vote goes down, and UK takes part in European elections
European Elections will have to begin to be prepared in April.

Both trying to take wind out of sails of Benn amendment AND provide incentives for ERG to vote for deal...

Are the ERG frightened of European Elections though? I’d presume they presume they could do quite well...
.Number 10’s message to ERG & DUP:

Vote for current deal by next week and get Brexit agreed this month and enacted by June at latest

OR

Vote it down, and get indicative votes where Commons majority rules (ie Norway [Plus] perhaps referendum) a long extension, and EU elections
Cooper says if Government facilitating indicative votes - could happen quite quickly.. quotes Eleanor sharpston - the UK’s ECJ Advocate General - that there may be some wriggle room on EU election participation... she did this thread last night:
The Government’s Commons Library note on the technicalities of extension - short or long.

The hard deadline for a deal to avoid EU elections - is that the European Parliament only sits till 18 April. Hard deadline to hold EU elections is April 12th.
Direct link - anyone reading this will see March 29 now disappearing from view - relevance now is theres some considerable leverage for EU/individual EU27 countries at EU Summit over extension terms. Would they really enforce a No Deal not wanted by UK?

Lidington essentially offering indicative votes later than Benn/ Cooper/ Letwin/ Boles, and only after a last crack at Meaningful Vote - but attacking the procedural precedent of ceding control or Order Paper “tyranny of minority”...
Letwin replies saying Lidington should announce indicative votes for next week and that “None of us prefer to grab the order paper through elaborate devices”
Lidington forgets to respond to Chris Bryant amendment that Commons rules should rule out Meaningful Vote returning...

Bercow has said yesterday he is to make a ruling on this

Lidington PPS Victoria Prentis has intervened twice suggesting that the Attorney General might be clarifying a reference in his advice on the use of the Vienna Convention - something cooking there.

Starmer says will involve crashing entire treaty, including citizens rights etc
Prentis suggested that this caveat “at least while the fundamental circumstances remained the same” in the problematic Paragraph 19 of Cox legal advice could be a reference to Vienna convention, which would justify changed legal advice, and therefore another Meaningful Vote:
Interesting exchange between TIG’s Soubry and Starmer on People’s Vote - that ends with her shouting “shame on you” at him for not backing referendum. He quotes Alistair Campbell and the PV campaign saying now is not the time to push for a vote.
