The goal was to "socialize" Haftar internationally so the optics would be "strong man" of Libya because he has no democratic support. Despite all this money his army is a mess, he has appointed his kids as commanders and he can't even figure how to take over Tripoli.

Haftar cannot "win" in Libya so technically you can't "lose" either. Haftar has been trying unsuccessfully to get back in the game since 2011 by bullshitting backers about "win". You can turn Libya into Yemen pretty easily. Just keep giving weapons to everyone. Just like Syria.
