According to this letter on a payment for US$225,000 sent specifically to Ed Whittingham, it is clear to me that he was complicit in the Rockefeller's campaign to LAND-LOCK Canadian oil.

In resigning today, Mr. Whittingham did the right thing.

As you can see in this tax return, as far back as 2006 @Pembina was funded by the Rockefellers (@RockBrosFund) specifically "to prevent the development of a pipeline and tanker port" on the north coast of B.C.
In 2014, @Pembina was funded to reduce the HARMFUL CLIMATE & PUBLIC HEALTH IMPACTS of natural gas in B.C.

Never mind the global benefits of helping China shift away from coal.
Pembina Institute also received funds that were explicitly ear-marked for activism in regards to the Mckenzie natural gas pipeline - activism that resulted in the eventual demise of the project.
Under Ed Whittingham, @Pembina was funded to advance narratives about NEGATIVE economic impacts of the oil sands industry ($%@&???!!!). That same year, @Pembina published Booms, Busts & Bitumen. Indeed, Pembina did what it was funded to do.
