The Supreme Court's ruling blocking the citizenship question on the 2020 Census is a welcome relief—but the Court has left open the possibility that the Trump administration could still add a citizenship question to the Census. And if they do, I have a plan for that.
If the Trump admin somehow manages to get that question back on the Census, I will cancel that rigged Census and replace it with a fair and accurate one. And I'll make this promise right now: A Warren administration would never include a citizenship question on the Census.
Here's how this would work. First, I would immediately direct all executive agencies to ignore the tainted Census data until a new Census is complete. States receive nearly $600 billion per year from 16 programs tied to Census data, & we won't allow a tainted Census to skew that.
Next, my administration would conduct a second Census—without any questions about citizenship—to replace Trump's tainted Census in advance of the 2022 midterm elections. And I would have an aggressive, well-funded outreach campaign to reach historically undercounted communities.
Finally, we'd ban the use of citizenship questions in government surveys and implement lasting reforms to the Census to prevent any president from using these kinds of tricks to take political representation or other resources away from immigrant communities.

The Census must count every person. Our Constitution demands it. Our democracy requires it. And I hope that the courts will continue to keep this racist and blatantly partisan question off of the 2020 Census.
