If there really is a recession in the pipeline, Trump and the GOP need to get their long, long awaited infrastructure program going ASAP. As we know from the Obama stimulus, it takes months, maybe years, to break ground even after the money is appropriated.
Under no circumstances should there be another tax "rebate." We have tried these several times and there is zero evidence they have any stimulus whatsoever. People just save the money--which doesn't even add to national saving if deficit-financed.
In fact, there should be no tax cut of any kind. Trump's 2017 tax give-away is just the latest proof that tax cuts don't stimulate shit. (Obama's making work pay credit was also worthless.) Public works and aid to state and local governments should be the first line of defense.
Aid to state & local governments is critical because they operate under a balanced budget constraint. When a recession causes their revenues to collapse they have no choice but to slash spending, which is contractionary, makes the recession worse.
We need a vast amount of infrastructure spending for roads, bridges, schools etc. We also need emergency construction to deal with rising sea levels & more intense storm activity due to GW. When the cost of money is close to zero, there's no excuse not to build it now.
Any macroeconomic stimulus to deal with a recession is a bonus, as far as I'm concerned.
