I question the veracity of this story, but this would be indefensible. It amounts to an appeasement plan aimed a terror regime with almost no benefits.

Many independents who had concerns about Trump's FP instincts were comforted by experienced and strong people around him (Mattis, Kelly, Bolton, Haley etc.).

Many of those people are now gone. Recent stories (inviting Taliban to Camp David, meeting w Rouhani, praising KJU, considering lesser sanctions on Iran etc.) are forming a trend that will hurt Trump in 2020 if those independents perceive that as a preview of 2nd term.
His biggest supporters can be as dismissive as they want about those concerns, but their votes aren't going to be the difference maker in 2020. Trump will have a floor at 38-40%, but so will his opponent. It's the other 15-20% that will make the difference.
