Yesterday 5 countries launched a plan for a new international Agreement on Climate Change, Trade and Sustainability (ACCTS). What is this about?

Five countries are leading this effort: Costa Rica, Fiji, Iceland, New Zealand, and Norway. Notably, these countries plan to move ahead whether or not a lot of other big countries join them. That isn't how trade deals normally work. Clearly, they see climate action's urgency. 2/
The proposal calls for countries to phase out fossil fuel subsidies. I remember when the G20 called for it a decade ago! Yet we’ve made little progress. See research by @paashamahdavi @chadhazlett @MichaelRoss7.

When some jurisdictions have passed laws that aim to nurture local clean energy businesses, they have been successfully challenged under the WTO. The plan proposes to take in climate refugees by defining a new class if refugees and by increasing the number of refugees the US takes in. 2/
Climate change is happening now. There are already climate refugees. As @MichaelGerrard has proposed, the US has a responsibility to take in climate refuguees in proportion to its historic emissions. 3/

Tonight in NYC, @ewarren gave a speech where she called out the corruption of the fossil fuel industry, the gun industry and the healthcare industry. She said they had captured our political system. Guess what? I’ve got a paper on that.

@ewarren Along with @awh + @mmildenberger, I show that the more Congressional staff meet with and take money from the fossil fuel, gun and healthcare lobby, the worse job they do at estimating public support for climate action, gun control and Obamacare.

@ewarren @awh @mmildenberger .@ewarren's speech was very powerful. Finally we have politicians calling out the fossil fuel industry. I have waited 15 years to hear this kind of talk from our leaders. The fossil fuel era must end!

Existing #ClimateChange scenarios focus on reaching a target in 2100

but by doing so weirdly suggest that the best way to achieve a #climate target is to delay action first, miss it over the next decades, and then to try to make up for it later

This puts put a disproportionate burden on future generations, who:
-will suffer higher #climate impacts in their lives
-are burdened with later cleaning up the mess by actively pulling #CO2 out of the air

This strategy is very risky and can be avoided

#Thread: We may not have got a decision today but we did get insight into the Government’s view and position on the birthright provisions of the Good Friday Agreement. Here's a few of the basic arguments being put forward #WeAreIrishToo
On behalf of the Secretary of State QC Tony McGleenan opened by stating the FTT tribunal made an "fundamental & egregious error" in ruling in our favour adding that the tribunal should never have entertained our appeal because "DeSouza is not nor was not an EEA national"
He then went on to argue that there is an "important" distinction between identity and citizenship in the Good Friday Agreement and that the act of identifying as Irish only does not mean you are not as a matter of UK law British. He added that I was a British citizen by birth.

I bring greetings on behalf of Prime Minister Holness who has asked me to commend @UNCTAD for the foresight in organizing this meeting & for the Organization’s extensive work in this area. This year is especially relevant as climate action talks gain more momentum and rightly so.

THREAD| Draft of the #Climate Change Act, presented by (@bmu) this week: The proposal is a framework law, featuring elements from international acts, e.g. from UK (@theCCCuk). In contrast to the German Climate Action Plan 2050, it will be legally binding. #Klimaschutzgesetz
2| The framework law includes emission reduction targets, defines CO2 budgets for each sector, and clarifies responsibilities, as well as review, transparency & sanctioning mechanisms. Implementation measures for each sector will be detailled in 2030 programmes, due in Mar 2019.
3| Progress will be supported by an independent advisory group of 7 experts. Focus is on reaching the 2030 CO2 reduction targets, but the draft works towards at least 95% reduction by 2050. The remaining 5% to reach #netzero could be reached through compensation policies.

Just returned from Bangkok, where nations made little progress towards finalising the Paris agreement on climate change that aims to limit global temperature rises over the next 80 years.

It was my first @UN #climate change rodeo and there were a few things I wasn't aware of
Under Paris, countries agreed to a fairly detailed set of promises to keep global temperature rises under 2C by 2100.

It was the first time all nations - both developed and developing economies - signed up to the same set of climate rules. But they weren't binding
Parties gave themselves in effect 3 years to come up with a text agreed by everyone, ratified, and translated into national law on a state-by-state basis. The idea is the accord isn't legally binding, but the rulebook it provides could be on a national level
