NEW no deal tariff schedule - three revisions.

- HGV tariffs now removed to help hauliers
- some extra tariffs on clothes to maintain support for LDCs
- extra tariffs on imported bioethanol to protect UK production

But no move on refineries & farms

Tariff on women’s blouses now 12% generally, but means less developed countries such as Bangladesh keep their advantage of 0 tariff...
Bioethanol now 6.5%
HGVs off list so saving hauliers thousands against tariff listed in March (though same as current situation for EU imports)
Also women’s & girls jackets, bathrobes, dressing gowns also now facing a general 12 % tariff. Which maintains 0% preference for LDCs such as Bangladesh. But will raise prices for direct EU imports.

Letwin passes... under the law this extension letter gets sent by midnight today...
The briefed references to “Parliament’s letter” rather suggests the letter will indeed be sent, in accordance with law, though perhaps not from PM himself, but by some other Government member or official... this is the reference in law .. “the PM must seek to obtain an extension”
I pointed out at the time that the Benn-Burt Act contained an off-ramp in clause (5) - it was always the case that if a deal subsequently passes, or Commons backs no deal, the extension letter can be withdrawn or modified. Often forgotten.

-asked Governor how a deal involving customs checks and other frictions could result in a bigger economy under the Bank’s model than May’s deal.

Says PD “somewhat different” and that being diplomatic, “wouldn’t be overlap” between new Johnson deal and closest version of May deal
- also confirms although aim is for a free trade deal - “there's not a guarantee that it would be developed...” and if not then go to WTO terms...so a deal “removes some uncertainties” but “Certainly a lot of uncertainty would remain” which “would have an impact on the economy”

Been thinking a lot about tariffs this week.

Because we’ve been on a journey with tariffs right? (1/9)
They were kind of the first thing people understood were economically bad in Brexit. We’ve had the pretty huge offer of zero for zero tariffs in an FTA early on, the curveball of the no deal tariff schedule and the Article XX1V nonsense, all set against the US-China drama (2/9)
And the arguments are so well-rehearsed I could vomit with boredom.

“The average EU tariff is only 3%!”
“Yeah but on food it’s 22%”
“Tariffs don’t apply to services, IT, medicines”
“But they do apply to 90% of our goods exports by value”
“They’ll be offset by the exchange rate"
