So @Jim_Jordan just got to the heart of the matter.

He argued that “I want to do us a favor, though” was perfect because America HAD been through a lot because of the Mueller investigation, Trump was "ticked," and he wanted to find out what was going on.

The Chief Justice presides, but he's not the judge.

In the Clinton trial, it was made clear that the Senators were both judge and jury.

Rules are decided by a majority. If 51 Republican Senators stick together, McConnell will have a lot of power in devising the rules.
I'll try a quick answer to this complicated question.
I promise I will deal with it more fully later.
Rule 7 of the Senate Rules gives us most of the meat. Basically, the Chief Justice directs all forms of the proceedings, making sure the rules . . .
. . . are followed.

The Chief Justice also rules on questions of evidence the way a judge usually does, but he can be overruled by a majority of the Senate if they don't like his rulings.

Remember that a Senate trial plays mostly in the Court of Public Opinion. . .

Senators McConnell and Graham recently announced that (basically) they have no intention of conducting a fair trial.

Schumer responded by writing McConnell a letter. It's here:

Among other things, Schumer suggests Bolton and Mulvaney testify.
McConnell doesn't care if the trial is obviously unfair. He's gotten away with that sort of thing in the past.

How would not that not totally backfire in November?

Republican Senators are caught between a rock and a hard place. . .
Conduct a fair trial, and admit that they're fine with Trump's abuse of power.

Do everything they can to avoid a fair trial and strip away all pretenses that they stand for anything more than consolidating their own power.

I don't see this ending well for the Republican Party.
