5/ Personally, I think a government purchase plan was ready to be made public, but the departure of NFWG co-chair John Bolton delayed things. And then, just before the 90-day deadline, tensions with Iran started rising. It doesn't make strategic decisions for the nuclear fuel...
6/ ...cycle if there are chances that Rosatom could be sanctioned just weeks later. I doubt we will see a #NFWG decision before the situation around the JCPOA deal has settled down. Losing access to Russian U3O8/enrichment (however unlikely) would make any plans useless.
