3. What that indicates is that the London Streatham attacker was *inspired* by ISIS propaganda, rather than directed by the group. This shouldn’t be a surprise by now - most ISIS attacks are in the inspired category, a tactic that ISIS adopted as a way to extend its reach.
4. Like the London attacker from a few months ago, the one this weekend was wearing a fake suicide vest. This is a known, grassroots ISIS tactic, one which we have seen in attacks from London to Spain. The idea is to provoke a suicide-by-cop, ensuring the assailant is “martyred”
