This is the UK discharging an international legal obligation. A cursory look at the way in which other immigration rules work, and the way the Home Office behaves (culture of disbelief/detention), would suggest the opposite conclusion to @GoodwinMJ’s.
None of that is to say that the UK is more intolerant than any other country. All sorts of measures and experiences are relevant to that. But if I were seeking to defend the view that the UK is tolerant, I really wouldn’t start with its immigration rules.
And I wonder what mark Professor Goodwin would give an undergraduate politics essay that sought to “prove” the UK’s tolerance by referring only to the UK’s discharge of its international obligation without looking at any other aspect of its immigration rules and practices.
