1st is continuing uncertainty that UK is really going through with this, given (to them) evident costs and problems.

Note, not effort to change UK's mind, more "surely they can see it's a disaster"

2nd, contributes to sense that this is just a British 'thing', and all will be well once UK leaves.

Little self-reflection on EU's systemic problems, of which brexit is only most extreme manifestation. Risk of this coming round again
