This shows hardest clean break Brexit groups accept is v.broad public, political consensus pro- skilled & student migration. Disagreements on choices about migration for semi-skilled roles below tier 2: does 'control' mean drastic reductions or pragmatic managed migration?
Leave not Leave focus on overall numbers, so duck the issue of whether non-EU skills should be gradually more open, including to secure stronger trade deals. But main issue here is the practicality of "moratorium" on low/semi-skills (with longer-term training plans to replace.

Leave means Leave are keen to emphasise they think doctors & nurses would qualify. But I don't see the logic to privileging low paid agricultural work but not (for example) low-paid care work. That would be a top public priority but this plan puts a moratorium on it.
While Leave means Leave still support getting down to early 1990s net migration levels "as an eventual goal", but their proposals also recognise that the public do not take a 'one-size-fits-all' approach to immigration flows & targets
