There are few political issues more emblematic of our "post-truth" society than "net neutrality". Such wireless plans were allowed by the FCC under their "net neutrality" rules. This isn't a consequence of getting rid of those rules.
Moreover, it's a benefit to the consumer. The Internet (wired or wireless) is primarily a video content delivery system that also carries other stuff. It's not going to carry other stuff well unless you can throttle video when necessary.
Tim Wu's original paper that coined the term "net neutrality" has great discussion along these lines -- which is why everyone ignores his paper in the post-truth era net neutrality debate.
