Real talk: there's zero evidence Russia modified votes or registration info. There IS evidence they positioned themselves to do so. One does not naturally follow from the other. Even the US IC doesn't assess this occurred. Winner would have leaked that if so. 1/n
Instead Winner leaked something that was hardly news. It did tell us that VR Systems was hacked and used for further phishing and/or watering hole attacks. But it was hardly a bombshell. Even an assessment that hacking *might* have altered votes would have been more shocking. 2/n
And yet, Winner chose to leak what she did. You can infer that's the most shocking thing she had access to that supported her view of events. Sure, maybe there's something there she didn't have access to. But that's just putting more conditions on your hypothesis. 3/n
Don't tell me "the Russians wouldn't have hacked this only to not change votes" either. Governments hack stuff all the time so they have options. Weeks or days before an event, you can't say "hack in and change stuff." It takes planning and prepositioning. 4/n
Now I absolutely believe based on my evaluation of actual evidence (not crackpot theories backed by zero fact) that Russia likely wanted the option to change votes at some point. But having the capability doesn't mean it was used. 5/n

Saying "Russia changed votes because they had the capability" is like convicting a husband of his wife's murder because he owns a shotgun that could have killed her. Those facts warrant investigation, but in the Russia case, we've done this. A lot. 7/n
Be smart. Read critically. I've been on the other side of the keyboard. Offensive cyber isn't as easy as it looks in the movies. It takes a LOT of planning to get right and the smallest thing can derail the most meticulously planned operation. 8/n
I'll conclude by saying that changing votes and voter registration was possible (in some locations). Doing it without leaving any evidence wasn't. Trump is dumping all over the IC right now. Half the country didn't vote for him. If evidence existed, it would be leaked. 9/9
