What's at stake for SK? US-NK negotiations have stalled and SK's projects with NK cannot progress without the US loosening sanctions. NK wants SK to implement the Panmunjom Declaration calling for joint projects and transitioning from the Armistice

Some people have forgotten that both SK and NK agreed to transition from the "unnatural state of the Armistice." It was seen as a precondition for establishing a "robust peace regime" on the Korean Peninsula.
