1. Another possibility for voting. Set designated days for counties in each state. Little ones go first. As a ballot box is filled, its counted then and there by MIL twice. Also have MIL keep count of people going into booths. The bigger the county the more eyes on. cont.
2. Now the votes cast should match people that cast them. The counters picked from a pool are kept separated until all county double counts are concluded.

3. Most importantly as each box is filled with a 100 ballots they are sealed and under guard from voting booth through count conclusion, resealed. Example 5 boxes sealed, 5 boxes under guard and tracked from poll to counting location. Preferably on site. cont
Of course redundant check points and sign offs from start to finish. Maybe even photos taken of unknown marked box in each collection from point to point. I know big pain in the butt, but just another idea of how to go about it since. Should stop the need for recounts.
