JUST IN: House and Senate negotiators have reached an agreement on legislation that overhauls the system for handling accusations of sexual misconduct against members of Congress.

The bill bars lawmakers from using taxpayer money to settle sexual harassment cases.
Senate Rules Committee Chairman Roy Blunt says the Senate plans to approve the bill this week, possibly with unanimous support. The House could vote soon after in an effort to send the bill for President Trump’s signature before the end of the year.
The new rules would hold members personally responsible for harassment and retaliation in cases where a court finds in favor of an accuser, or if a member reaches a settlement.
Member liability would be capped in cases where a court assesses damages, but there would be no cap when cases end in settlements.

Currently, settlements are paid through taxpayer-funded accounts members use to pay for office salaries and expenses.
