This is incorrect. The “foreign-policy making” referred to in the memos is the section where Trump discusses a congratulatory call on his election from British PM May, and another from Russian President Putin, and how Flynn handled/informed Trump of the Putin call*
DOJ/FBI is claiming to withhold those parts of the memos under FOIA because it would reveal “the relative importance” Trump attached to calls from different world leaders and their standing with the United States, and therefore interfere with foreign relations
There is no suggestion from the DOJ/l court filing that Comey launched a coup because he didn’t like the Presidents foreign policy making. I’m sure Comey didn’t, but that’s not in the filing
*The part naming Putin and Russia are redacted in the Comey memo, but you can take that to the bank
