Adam isn't actually expanding upon the concept of regulation so much as he's arguing against a caricature of "the right" as a signal to the left

The left and right have a boogeyman idea of each other so instead staying on topic Adam responds with a generic talking point
Its also why they use screenshots instead of quote tweets.

That way Charlie doesn't respond
Restricting federal grants has nothing to do with socialism and I'm not sure where his argument about regulation being socialism comes from.

Socialized policy would be heavy taxation to develop government programs.
Seems to be a non-sequitur
Maybe Charlie made that argument in the past?

However as I stated it seems Adam is just arguing against a caricature of a "right wing" argument that no one in this instance actually made
