It takes a sort of Kissingerian discipline so contrary to US instincts it is, but the best way for the US to counter China may well be to rely on Europe + Russia or India as independent poles

But how can the US build Europe up as a global political and military actor? Trump’s approach is an improvement on what we had before, but on its own seems insufficient
Suppose Trump was president in 2013 and told Europeans Ukraine was their problem. Would that have moved them towards a common foreign and security policy? One has to doubt. The shock element may be necessay but not sufficient
