In 2014 IS spelled out certain conditions that needed to be met in any given country or group to merit the title “wilayah” - although the group has been far from consistent in applying these conditions.
In 2014, IS said affiliates that had yet to make the grade as Wilayah needed to either appoint a single leader, where multiple grps had pledged allegiance in one location, or establish a direct line of contact with IS central leadership to receive directives from Baghdadi. See:
Still not clear why the group chose to separate Pakistan from “Wilayah of Khurasan” division. Perhaps new groups/militants have pledged allegiance, new emir there which makes it a “branch “ in its own right? Or just raising the spectre of threat in SA?
