India in its NDC committed to:
(a) Create an additional carbon sink of 2.5 to 3 billion tonnes of CO2 equivalent through additional forest and tree cover by 2030.
(b) Reduce the emissions intensity of its GDP by 33 to 35 percent by 2030 from 2005 level.

The Principal Secretary to the Prime Minister should have issued instructions to the Cabinet Secretary, the head of the Bureaucracy, to issue directions to all ministries to identify laws within their jurisdiction that would help meet the goals, publicize them and implement them
Neither the Prime Minister's Council on Climate Change, nor any of its members have issued any directions to any ministries intimating them of the commitments and the need for them to ensure existing acts and rules are identified to accomplish the goals

The government has not even appointed any person or government agency to monitor and follow through the commitments and ensure the goals are met
The government has not created a website where such progress can be monitored to indicate the carbon sink of each district as well as that of its cities and villages and the emissions intensity of each district and its cities and villages
Due to the failure of the directions, the country is reducing instead of increasing, its carbon sink and increasing, instead of reducing, its carbon emissions
It is a reflection of lack of seriousness and commitment and shameful if the government fails to take such a simple step that requires no budgets or no new legislation
It is a failure of the government to act and recognize that there is a climate emergency
It makes all talk by the government on addressing the climate crisis empty
In 2015 India’s carbon emissions were 3.57 Giga Tons per year. They continued to grow at average of 6.3 per cent in 2018. This puts India as the 4th largest contributor to the global emissions every year
This makes India’s ability to impact the climate crisis significant and important
India does not have any monitoring website to display the progress of each ministry, state government, municipal council or panchayat to the commitments. This further exhibits the government's lack of seriousness and understanding of the climate emergency
The @MORTHIndia, instead of working on policies to reduce traffic and transportation demand, is increasing the national expressways at 8 KM per day
The @MoHUA_India, Ministry of Urban Development, instead of working to reverse urbanization, is promoting urbanization. Instead of ensuring infrastructure lives for several hundred years, it permits the destruction and rebuilding in a few years
The @FinMinIndia and @CimGOI , instead of promoting green economy, is promoting the a carbon economy and carbon manufacturing
The @agrigoi, instead of promoting low energy farming, and farming for local consumption, is promoting high tech farming and farming for non-local and even non-domestic uses
The Prime Minister's Council for Climate Change must declare a #ClimateEmergency
It must call on all government bodies and corporates to work towards increasing their carbon sink and reducing their carbon emissions
It must call upon every government agency and corporates to report their carbon absorption capacity and carbon emission capacity every quarter as well as their plans to increase the carbon absorption capacity and reduce the carbon emission capacity
It must stop funding all programs that continue to harm our environment and destroy our climate
It must ensure funding to all programs that protect our environment and ensure our climate is safe
The Cabinet Secretary must issue directions to all ministries to identify and implement laws and rules that help accomplish the increase of India's carbon sink and reduce its emissions
He must create a monitoring framework where every city, panchayat and district official will upload information about the increase in carbon sink and reduction (increase) in carbon emissions in their jurisdiction every quarter
Other countries must echo these actions. Without these minimum and simple actions, we will not be doing what is required to protect our environment and protect our climate
