The “whistleblower” claims it’s routine for U.S officials “with responsibility for a particular region” to share info. Here’s the deal though, if this guy is @CIA he’s prohibited from collecting info on U.S persons isn’t he? 
Recall that whistleblower protection also covers “contractors” then we remember that weirdo order signed right before Brennan left making everyone a contractor, it really could be anyone.
