In the wake of their refusal to end the payments to terrorists—a violation of the Oslo Accords which created the Authority and remains the basis for its funding—the US administration and the US Congress has cut some,but not all, of this aid.
Further, your claim that those offers were made “to benefit Israel” is dubious. Indeed, offers for the creation of a Palestinian state have been made *before* Israel was recreated. In 1937 after the Peel Commission Report,Arabs were offered a second state out of Mandate Palestine
The first state being Transjordan, today’s Jordan, which took the majority of the land set aside for a “Jewish national home” and made an Arab state out of it in 1921.
After the Peel Commission, Arabs were offered the majority of the land that was left for a “Palestinian Arab” state. They rejected it. And rejected a UN partition plan that would’ve given them the majority of the land in 1947, choosing a war of annihilation instead

The PA’s refusal to engage in bilateral negotiations violates the terms of the Oslo Accords. As does their insistence on promoting anti-Jewish violence and terror via payments and official media.

But hey, you can ignore this century long pattern of rejectionism and support for anti-Jewish violence, if it makes you feel better. The fact remains: Israel has, on numerous occasions, accepted a “two-state solution.” But Palestinian leaders have *never* accepted a Jewish state.
