Patel joined the National Security Council’s International Organizations and Alliances directorate in February and was promoted to a senior counterterrorism role around the same time as Trump’s call with Zelensky.

Vindman did not initially believe moving the call to the codeword system constituted a coverup. But he said he became disturbed when Eisenberg later instructed him not to discuss details of call, because it was Vindman’s job to coordinate interagency process re: Ukraine policy.
We previously reported that the WH started placing call records into codeword system after calls leaked in 2017. But Eisenberg’s purported request that Vindman keep details of Ukraine call a secret raises questions about whether his intent was to bury the conversation altogether.

We previously reported that Hill testified that Trump thought Patel was in charge of Ukraine policy for the NSC, but Vindman’s exclusion from a key Ukraine meeting because of concerns over a potential conflict with Trump has not been disclosed before. politico.com/news/2019/10/3…
Vindman’s exclusion sheds even more light on the unusual steps top NSC officials were taking as early as May to avoid angering or annoying Trump on Ukraine issues.

“It’s crazy,” said one person familiar with Vindman’s testimony. “Vindman should have been in that meeting.”

Upon stepping down, Volker recommended a career officer w/no previous involvement w/Ukraine to replace him. He didn’t think it’d be possible to convince someone outside gov to take the job now.
Despite his role in quid pro quo, Ukrainians trusted him and now perceive a vacuum.
The vacuum in U.S. Eurasia policy extends all the way to Moscow, where departing ambassador Jon Huntsman has yet to be replaced by Trump’s nominee John Sullivan. A confirmation hearing for Sullivan has not yet been scheduled by the Senate Foreign Relations Committee.
