It focuses on white nationalist VIOLENCE, rather than speech or ideology thus avoiding slippage between speech and action that we have seen in other contexts (e.g., targeting Muslims for terrorism based on their religious beliefs rather than their actions).
It correctly notes that the problem is that FBI hasn't traditionally given priority to white nationalist violence & this has to change. 
The plan rightly says "we don’t need new laws," noting the long history of govt "abusing existing authorities to target activists and communities of color engaged in peaceful protest and acts of civil disobedience."
Specifically calls out targeting of BLM activists, Standing Rock protestors & infiltrating mosques & sting operations targeting American Muslims.

She identifies concrete steps we can take, including collecting better data + an increased federal role for significant hate crimes or where state officials have history of not following up + getting rid of charging & sentencing disparities based on race, ethnicity & religion.
She also intends to take on white nationalism in the military & to disrupt international white nationalist networks. Not sure exactly how the latter would work and I do worry that getting NCTC involved would impinge on constitutional rights at home.
