Iran didn't just murder 180 innocent people on that airplane because one of its thugs had an itchy trigger finger. Multiple agencies of the Iranian government acted in concert to deny and cover up the crime.
Obviously all civilian air traffic in and out of Iran must be halted at once and remain halted until the current regime is out of power and in the dock for its war crime. Furthermore, no official of the Iranian regime should be allowed to leave the country for any reason.
There is no need to allow any Iranian official to travel anywhere. They can conduct diplomacy by teleconference. They can make things easier on themselves by fully cooperating with investigators, but they won't do that until they're forced into it by a tough blockade.
Iran's proxy forces and allies should be made to understand the Iranian economy is about to collapse in a manner not seen for over a century. No more trainers, no more supplies, no more money. Their Iranian friends won't be able to afford to buy them lunch any more.
The United Nations should forthrightly and unconditionally condemn the airliner murder - and Iran's missile attack on Iraq, which was absolutely illegal and created the conditions for the murders. This is not even remotely an ambiguous situation.
If the U.N. is unwilling to act, civilized nations should announce their intention to withdraw from the organization and halt funding. If the U.N. wants to be a forum where savages hoot and bellow at each other about how wanton murder is justified, let it do so elsewhere.
The nature of the disruptions necessary to punish Iran for this unspeakable atrocity highlights the magnitude of the threat it presents to the international order. If we can't have embassies and airports, we don't have any sort of "world civilization" to speak of.
Any international organization unclear on this point is unworthy of support from any nation or political party that considers itself civilized.
