It looks rather like an acceptance that the UK will need to give anti-subsidy commitments, though without “harmonisation”.
The difficulty is going to be to convince the EU (and EU voters/politicians who have to agree a deal) that the UK’s commitments are solid enough to protect the EU against subsidised exports.
The further the UK wants to diverge, the harder that will be.
NB too the point that the UK has *already* signed up to dynamic alignment to EU State rules: so creating a different domestic regime will mean running two anti subsidy regimes in parallel.
To adapt Lady Bracknell: to have one anti-subsidy regime may be inevitable: to have two different ones running in parallel looks like carelessness.
