I remember the silly stimulus plan...

I was in Federal Contracting at the time; everyone was expecting a massive infusion of new spending.

What I saw, and tell me if you saw differently, was contracts/spending that were already slated... called ‘stimulus’.

Change in name only.
That is, to say, that contracts that were already expected to go to bid - or be renewed - were labeled as part of the ‘stimulus’ program.

Routine contracts, such environmental monitoring or personnel support, were all the sudden ‘stimulus’?!?

It didn’t make sense.
... it cannot be considered ‘stimulus’ if the money was already slated.

If the money was reallocated from ‘stimulus package’, what happened to the funds?

I recall it seeming like a crock of shit - I have little doubt that there was pilfering...
