we have enough cargo planes and trucks, hell if the economy is down and shipping is limited build the system into 40ft trailers and have truckers move them. Build the system around existing platforms: 18 wheel trucks, USPS vans, fedex/ups vans, etc...
We have the tools and resources we just need the push. MREs are good for what a decade? park them there and replenish on a schedule that feeds them back into the military or surplus sales
sure the setup cost would be high but it would be the sort of contracts the military..
