Joe Biden tells reporters on a call Trump is “behind the curve” and is “promising results he has not delivered and announcing actions that he has not even ordered.”

“He’s all over the map. In a crisis we need leadership that’s straightforward, clear and reliable,” Biden says.
Pointing to the slow deployment of face masks, tests and a vaccine, Biden says Trump should “stop saying false things that will make you sound like a hero.”

“Stop swerving between over-promising, buck-passing, and start delivering protection to our people," he says.
Biden lays out a 6-step plan for Trump:
1) Tests to all who need them
2) Invoke the Defense Production Act
3) Direct DOD to help with hospital bed capacity
4) Mobilize Medical Reserve Corps
5) $100 billion for mayors and govs
6) Daily reports on status of treatments and vaccines
Biden on campaigning: "I find myself literally on the phone with my key advisers, medical advisers and economic advisers literally 4, 5 hours a day, going through detailed memoranda on what we should be doing. My whole focus has basically been how we deal with this crisis."
Biden: "We’re taking too damn long to decide whether to start to mobilize and build hospitals … then ultimately ICU units."
On the economy, Biden says he wants to “surge dollars into the economy” to help workers and small businesses.

Big businesses that get help, he says, have to meet "their obligations to the community.” It can't be used for stock buybacks or benefits for management, he says.
Biden also says mortgage and rent payments should be "protected" -- no evictions.
Joe Biden says he wants to be in “daily or at least significant contact with the American people” by Monday.

“Everything from providing access to where I physically live and being able to broadcast form there, as well as our HQ, is underway. We’ve hired a professional team."
Biden says he’s coordinating with House and Senate Democratic leadership and members, as well as Washington Gov. Jay Inslee. He singles out New York Gov. Andrew Cuomo as “doing one hell of a job.”
“Hopefully by Monday we’re going to be in a very different place in terms of being able to be in communication with all of you,” Biden tells reporters. “I promise you’re going to be hearing more of me than you want, probably.”
