Sequence of Events-Failure of Administration:
1- Entry of Foreigners: "When asked whether the foriegn preachers were not screened at the airport for any COVID symptoms, the official said, “they entered India before the red alert was sounded.”

Failure 1- Delay in Announcing Red Alert for screening of foreigners for COVID-19. And if passengers entered before start of thermal screening in Jan 18, then these foreigners who entered before 18th Jan shouldn't be blamed as symptoms of COVID19 starts appearing within 14 days.
So they might had got infected in India. Based on above reports.

On 4 March 2020, the Minister of Health and Family Welfare, Dr. Harsh Vardhan, announced compulsory screening of all international passengers arriving in India. The government shall also now start universal screening for all passengers flying into India from abroad.
Earlier, only passengers coming in from China, Hong Kong, Japan, South Korea, Thailand, Singapore, Nepal, Indonesia, Vietnam, and Malaysia were checked. (Refer below ET news)

3- Masjid Committee followed each and every guidelines of government. More than 1500 people left Markaz following Social distancing Measures. But still around 1000 people were stranded due to travelling difficulty amid lockdown measures. Refer letter below.

Masjid was shutdown and no one was allowed after lockdown started. Only stranded people remained inside.

Failure 3: SHO of Nizamuddin was requested by Masjid Committee to arrange for travelling of around 1000 stranded people following lockdown, but in vain. (Refer letter).
It's an complete failure on part of administration which they are trying to hide by making others scapegoat.

Many similar cases of stranded people r noticed in various parts of country due to lockdown without prior preparation by government
Already Lockdown has resulted in death of more than 22 Citizens, whereas 32 people had died due to COVID19. The unpreparedness by government is creating much trouble to all citizens especially daily wage labourers and Poor's.
