Russian TV is Putin's mouthpiece, his regime operates like a Mafia gang. When a presenter jibes that "traitors" are not safe in England, this is very likely a Mafia style claim of responsibility and a threat to others.
The jibe refers to deaths which foreign intelligence agencies have accused the British of refusing to investigate. So it's not that Putin is mocking Britain for failing to find the guilty party, he's mocking Britain for its failure to investigate.
Putin's regime operates as a kind of Mafia gang. When it murders people it wants it to be legally impossible to prove its culpability, but it wants the world to know that it orchestrated the killing. If I'm right this jibe is making clear Russian responsibility for the deaths.
One might argue that the Russians are merely seeking to create fear by creating the impression that they have committed murders, when the deaths were in fact non-criminal. This would be plausible except that foreign security agencies suspect murder in these cases.
And why should Britain fail to investigate these deaths? It looks very likely that Russia has gained some degree of leverage over the British authorities. This could be via Russian financial power in London or through influence over senior Tories, or both.
