Hard to believe that DOJ is an agency full of lawyers when you see "guidance" like this:
(1) Requires use of term "illegal alien" because it claims doing so "follows definitions in 8 USC 1101" -- but 1101 doesn't mention the term;

(2) Then forbids use of term "undocumented" -- on the ground it's not in the statute!
(3) And then says it's inaccurate to call a man from Anytown an "Anytown Man" unless he is a U.S. citizen or green card holder. But it's accurate to call him "an XXX citizen residing in Anytown." Why? ¯\_(ツ)_/¯
