Tusk was looking nailed on to formally announce the November summit here in Salzburg. Then May went into her bilateral meeting with Leo Varadkar and told him the backstop won't be solved by October. Appears that didn't go down well.
Tusk also indicated Macron is winning his fight to get lots of detail into the political declaration: 'We agreed to have a political declaration which provides as much clarity as possible on future relationship.' Softer member states want it vague to give UK breathing space.
