Against the backdrop of the recent disappointments about the French-German relationship, it's remarkable that Macron and Merkel are going to talk together to Xi, presenting a joint position. By including Juncker, they turn today's meeting into a de facto EU-China summit.
They will have to find a difficult balance between:
- interest in cooperation on some issues of global governance;
- criticism of Chinese state capitalism and distortion of market rules;
- criticism of China's regional and global strategy of influence and dominance.
Looming large in the background will be the paradigm change in the US towards competition with China across the board; Europeans don't want to undermine US strategy nor do they want to simply jump on the train; they also don't want the Chinese to think they can divide and rule.
