The talking point that Iran would be incredibly foolish to pull off these attacks is absurd. This is EXACTLY the kind of terrorist action that Iran's "foreign policy" has always employed. One goal is to activate Iran's influence cells in the West, such as the Obama Echo Chamber.
Iran does things like this because it knows there are Americans with a great deal of media influence who will defend it, or muddy the waters, or take the opportunity of such a news cycle to attack Trump, the Saudis, Israel, etc.
The aggressive Iranian team that rolled Obama's gang of idiots like dough knows EXACTLY what they will say at moments like this. The Orange Man Bad editorials were pre-written like Mad Libs.
Obama's nuclear deal shackled European nations to Iran's empire of evil. The Iranians know most of America's allies have billions of reasons to be highly reluctant to accuse Iran of terrorism or acts of war. Anyone who holds the end of such a chain will be tempted to pull on it.
Strategically, Iran benefits from unease and uncertainty: adversaries squabbling among themselves, oil prices rising, regional commerce growing nervous. Iran will couple acts of war with shrieks about America's "B Team" of warmongers to create political tension.
As for what passes for ethics in Tehran, the Iranians believe themselves entirely justified in perpetrating terrorist attacks against regional commerce. They've said so many times. They think it's a fair response to the "economic terrorism" of U.S. sanctions.
Iran spent Obama's cash windfall building up its terrorist proxies. It did not develop those resources only to leave them untouched in a moment of crisis. Iranian culpability must be PROVEN, but it most certainly is not implausible. /end
