You never finally know if you've got a majority in parliament until you've had a vote.
The Queen invites someone to form a government on the assumption they've got a majority.
So how does the Queen assume someone has a majority before they've had a vote?

Because the Queen assumes that a party leader carries the votes of their own party. And that may turn out to be wrong, but she assumes it to begin with.
The Queen doesn't start prodnosing this or that particular MP. "Have you got so and so's support? He's been saying things in the newspapers."
The Queen doesn't work like that.
