Government’s China policy appears to have shifted from “comprehensive” engagement to “quiet” engagement, discreetly maintaining business as usual, despite officially advising a “high degree of caution”
Ottawa must assume that Canadians of Uyghur or Tibetan origin, Falun Gong practitioners, Christians, human rights advocates and others China persecutes will decide on their own to stay home
But what about those unlucky enough to be deemed targets of opportunity, for whatever reason, if/when China decides to take us to the next level of pain in a crisis that could be far from over?
And doesn’t a fixation on business as usual prevent us from doing the hard thinking, making the hard choices required to change this dysfunctional relationship?
