Twitter support would have told him it was on the account side so he needed to talk to the White House since they had access, the White House probably honestly didn't care about his Twitter account but he couldn't clearly explain what he needed them to do, or find who to ask.
So while in his mind he spent two months in a fight to "liberate" his Twitter account from "White House software", it's actually been two months of shaking his fist at the cloud and not listening, until someone escalated him or whatever to someone who could remove the 2FA.
