I think Democratic leaders have watched Trump try to build the wall for three years with the money he already has, see that he's gotten nowhere, and reasoned that giving him more money is unlikely to change the result.

We already have a border wall in pretty much every part of the border where it's physically and legally possible to build one.

From the perspective of immigrant rights, Trump's laughable and incompetent attempts to build the wall seem like the least damaging part of his immigration policy. Because geography and lawsuits are preventing him from actually doing it, even when he has the funding.
So I think Democrats are now much more willing to just let Trump have this one, because it's a Pyrrhic victory for him. And he's gonna brag the wall got built either way. So what difference does it make.
