US media misrepresented actual statement by Ghaani to point of fabrication. Original article says that US EXPENDITURES (exaggerated), characterized as being anti-Iran, had been unsuccessful against Iran: "US, with $ 7 trillion in spending, could do nothing against Iran"
2/ the original Farsi article was covered in think tank (MEI) article mei.edu/publications/q… which cited US spending, saying that US losses (of $6 trillion) were greater than corresponding Iranian losses
3/ this discussion of spending was then mischaracterized by WashingtonTimes, which stated that Ghaani was describing relative kill counts. This characterization of original article seems wildly incorrect to me. And too typical of so much inaccurate reporting, all mistakes pro-war

this article makes sense to me as explanation for Soleimani assassination. It says that it was advocated by neocons Bolton, Pompeo (and earlier McMaster) as part of "maximum pressure", but declined by Trump earlier this year unless "red line" of killing American crossed.
2/ such "red lines" are a recipe for false flags and opportunism (as we've seen with the veritable industry of false flag chemical attacks in Syria designed by jihadis to get US to weaken Syrian govt). Trump's red line would be catnip for Washington neocons, and temptation
3/ irresistible temptation to neocons to firmly attribute the death of US contractor at K1 base near Kirkuk to Soleimani, whereas actual evidence permitting attribution is scanty, and, if anything, points to ISIS remnants known to be operating at the time near Kirkuk or

2/ in 2018, following interpretation added state.gov/reports/countr…. Noncombatant to include military "not deployed in a war zone or a war-like setting".
3/ under this (sensible) definition of "terrorism", attacks on military "deployed in a war zone or war-like setting" are NOT terrorism, but guerrilla warfare.
