This makes perfect sense.

Republicans in power don't want Trump blowing up Georgia by insisting on Collins primarying the Governor's millionaire pick. But Collins has been too loyal for Trump to just drop him.

He's a Trump loyalist that Senate GOP will willingly confirm as DNI.
Although it's at least possible this grand plan wasn't shared with Collins himself, who has shown no interest in DNI and a lot of interest in Georgia's Senate seat.

But I guess for Trump, if DNI made Ratcliffe happy, it must be a consolation prize for Collins too.

The thing about Trump I least understand is how his supporters love hearing him whine.
He's spent the last 5 minutes straight reading off random numbers from pieces of paper he took to the podium with him – I think the numbers are supposed to be internet "poll" results of how he did in the 2016 election? – and whining about how someone on Fox said he did bad.
Trump is visibly, obsessively aggrieved and whingey over some random ass Fox news pundit who said he didn't do great at the debates. He's the goddamn president, and he thinks his supporters want to hear him whine for probably 10 minutes now about this.

And he's right. They do.

While I don't want to sound defeatist, if Republican Senators don't object to President Trump wielding the DOJ as a weapon against his enemies & a shield to protect his allies, there's nothing that can stop him from doing so.

And there's no sign that Republican Senators object.
Senator Scott, can you tell us your position on President Trump's decision to have the DOJ open inquiries into his political rival Joe Biden and to protect Roger Stone, who was convicted of obstructing the investigation into Trump's collusion in 2016?
The President has claimed an "absolute right" to direct the DOJ on how to handle the prosecution of his allies.

He's wrong about having an absolute right to do so. But as long as Senate GOP doesn't object (they don't) he does have the absolute ability.
