I need to debunk and clarify some misconceptions about my intellectual position on how the SOE governance framework should be structured in SA.
1. The state as shareholder has every right to decide the purpose of every SOE and what outcomes must be delivered

2. The state therefore determines the direction the SOE must pursue
3. The governance structures must, as far as possible, be aligned to the globally accepted OECD format
4. The rules of engagement and roles of the defined key SOE structures must be

clarified and legislated
5. There is an urgent need to establish a SOE governing super structure/organisation as a Holding Co with required professional expertise in the sectors that report to it.
6. Similar structures operate quite efficiently in countries

that have made this transition; New Zealand, Australia Norway etc
7. Selection of board members must occur under publicly stated and legislated processes throughout the country from a published short list

Regrettably we are still way off this ideal. What we

have is a jungle situation where even some ministers make silly proverbial statements that they are the way and the door to the highest authority. This makes us all look very bad to investors. I hope the president rebuked him for this recklessness.

Much work has been done to pave way to the aforementioned ideal. It should take no more than six months to consolidate and come out with a fitting alternative.
