BREAKING: Ninth Circuit says the Trump administration will be allowed to restrict what taxpayer-funded family planning clinics can tell clients about abortion. blawgo.com/93YSpeH
MORE: The rule states that Title X grantees may not perform, promote, refer for, or support abortion as a method of family planning. It also requires clinics that provide both family planning services and abortion services to physically separate the two.
The Ninth Circuit agreed to take another look at the issue, but refused to stop the HHS from enforcing the rule in the interim. It also warned litigants to be ready to argue the merits of the injunctions.

Injunctions from federal district courts in California, Oregon, and Washington, stopped the agency from enforcing a rule implementing Title X.

Title X is the only federal program designed to ensure people receive family planning care and counseling.
Trump's rule prohibits a Title X grant recipient from performing, promoting, referring for, or supporting abortion as a method of family planning.

It also requires physical separation of abortion and all other services offered by grantees.

Transgender groups will be on familiar ground when they take the Trump administration to court for a move advocates say opens the door to discrimination.

At least one organization, @LambdaLegal, said it would file a lawsuit if that proposed rule is completed.
@LambdaLegal Transgender people already face barriers to care.

📊About a quarter of the 28,000 transgender individuals who responded to a 2015 survey by @TransEquality said they didn’t see a doctor when they needed care because they feared discrimination.

In a victory for the Trump administration, a U.S. appeals court on Monday upheld rules that bar taxpayer-funded family-planning clinics from referring women for abortions.
The 7-4 ruling by the 9th U.S. Circuit Court of Appeals overturned decisions issued by judges in Washington, Oregon and California. The court had already allowed the administration's changes to start taking effect while the government appealed those rulings.
