State Dept Korea hand Mark Lambert, coming to Seoul to coordinate NK policy with SK officials. He'll discuss enforcing sanctions against NK (prevent NK coal from entering SK), defense cost-sharing & US position on peace treaty & end of war declaration w/NK

Lambert will also meet with SK bizmen who own factories in Kaesong and others eager to start economic coop projects w/NK. This follows SK Foreign Minister Kang's request last week for exceptions to UNSCR & US sanctions for certain inter-Korean initiatives

Hyundai Asan, KT & Korail want to talk to Lambert. All 3 are experienced operators of coop projects w/NK and want to gauge prospects of UNSCR 2375 & US sanctions being lifted. FM Kang also reiterated position exceptions are needed for inter-Korean projects to go on as scheduled
This after US Depts of State, Treasury & Homeland Security issued an advisory on how NK is evading sanctions and guidance on how to strictly comply w/existing sanctions regime. Pompeo also recently warned against ship-to-ship oil transfers to NK vessels

UN Ambassador Nikki Haley seemed to complain 4 days ago that "certain countries" want to do waivers and say “Let’s lift sanctions: The problem that we are encountering is that some of our friends have decided that they want to go around the rules."

Unclear if Haley's referring to SK and the coal import that got through. But Lambert isn't coming to bless Kaesong or new projects w/NK getting started. Korail is eager to modernize NK rail system & connect w/Korail but that's not likely to happen either

They leaked news that the lead vessel of the host country may switch to ROKS Dokdo, which is the largest SK navy vessel. Dokdo is an island but also the name of this LPH-class amphibious vessel with a platform that can launch helis, Ospreys and even VTOLs
